[~linyiqun] At this point of time, we just wanted to have this capability on
demand. The FSCK server can use this OM DB checkpoint snapshot utility to
bootstrap its metadata during initial start or after a long period of being
down. Currently, we don't see a requirement for obtaining an older snapshot of
the DB.
