[~shashikant] Thanks for reviewing the patch! v2 patch addresses your comments.
A pipeline is always created in OPEN state. But I have modified the patch to
not log pipeline addition in PipelineStateManager when system is booting up.
While loading from db the pipeline is in ALLOCATED state and this addition need
not be logged.
