Let's see what Yetus says but I think [^HDFS-14268-HDFS-13891.003.patch] should
be good.
I moved some of the utilities we had to {{ECBlockGroupStats}}.
This spills out of RBF and propagates the changes to HDFS client but I think is
worth having them there.
I could file a separate JIRA for those and have more independent coverage but I
think it is overkilled (the test in TestRouterRpc covers them).
Regarding the actual purpose of this JIRA (and not just fixing the EC side
effects), I think this is properly covered.
