[~elgoiri] Thanks for tagging me here.
In HDFS-13358, verbosity isn't suppressed, just handled the
NullPointerException in a cleaner way that is thrown by hadoop-common
(ZKDelegationTokenSecretManager). This exception stack is needed when users
have security enabled but haven't configured zookeeper correctly.
Re-looking at this ticket it seems the best way to handle is not to even
instantiate secret manager if security is turned off. I can make a change based
on your thoughts.
