Control the rate of data scrub to utilize idle resources (disk bandwidth) on
the Datanode and to limit the interference on client ops to within 5% under
normal load conditions.
Increase the concurrency of scrub to one thread per Datanode/Disk volume. As
part of basic framework sub-task, there is a single scrub thread per Datanode.
