Correct, this issue applies to both reads and writes.
The solution in [^HDFS-13248.005.patch] is a work around that let's the Router 
take over some of this.
This approach could be used when returning get block locations.

Ideally, we would actually send the proper client information to the Namenode 
but for now we could use this approach.
