Ozone upgrade planner should be able to show the current state of the HDFS
cluster, including paths, EC and TDE. This will allow user to choose what parts
of the cluster to upgrade to ozone and what should be the new path name. In
order to do this, Ozone upgrade planner should support the ability to connect
to name node, read FSImage and process it off-line.
