Even though, the base case of HDFS to Ozone supports inPlace upgrades, in some
cases, it might make sense to move a tiny fraction of data in the HDFS cluster
before any upgrade takes place. This JIRA will provide information to Admins
about how various data moves influence the final layout of the Ozone cluster.
