*Summary of the work*
* Ozone Manager Service provider impl for Recon.
* Snapshot retrieval from Ozone Manager and update Recon OM DB.
* Recon OM DB extends the OM Metadata manager implementation so that we can
make sure all changes made to the OM schema will be automatically picked up by
Recon.
* Added read only RocksDB implementation.
* Refined Recon server configs
