isPrimaryCheckPointer is inside the if condition. success must be true inside
the if condition, then isPrimaryCheckPointer always is true.

The isPrimaryCheckPointer is true, so sendRequest is true, the fsimage will
upload in all SNN. *Because the isPrimaryCheckPointer not set to false
anywhere.*
