Currently, to get an s3bucket, we need 3 RPC's.
# Get OzoneVolumeName
# Get OzoneVolume
# then getBucket.
With the proposed approach, we can have one RPC call getS3Bucket, with which we
can save 2 RPC's for each operation in S3.
