Hey [~ferhui], I took a very quick look, and I'm worried about the potential
impact of this. IIUC: When the NN is restarted as 3.x, it will immediately
start accepting EC-related ops. But it seems with your patch, until the upgrade
is finalized (this is when the layout version will change, correct?), those EC
ops will be accepted but not properly persisted in the edit log? Let me know if
I am misunderstanding.
