Post v002 patch (v001 patch missed a couple checkstyle and doc fixes). v002
patch includes SBN change up to HDFS-14170, which is the point where HDFS-12943
got merged to trunk. In addition to SbN read change, this patch also included a
couple other dependency Jira backports:

HDFS-14305. Fix serial number calculation in BlockTokenSecretManager to avoid
token key ID overlap between NameNodes
HDFS-12836. startTxId could be greater than endTxId when tailing in-progress
edit log
HADOOP-15114. Add closeStreams(...) to IOUtils.
HDFS-10519. Add a configuration option to enable in-progress edit log tailing
