I too tried reproducing this.
Was partial listing disabled there
({{dfs.federation.router.client.allow-partial-listing}} set to false)?
If yes, then this scenario happen.
I got FNF trying this out with one NS dir not available and partial-listing
turned to false.
Can you too give a check.
