Summary: Show the list of Datanodes that are dead/decommissioned
in Ozone.

Currently, we only have the number of live/dead/decommissioned datanodes in the
Ozone cluster shown in the SCM UI. If we can show the actual Datanodes host
that are dead (and maybe decommissioned), that will be useful. This information
may very well be shown on a cluster manager once Ozone is integrated. However,
until that integration is done, it may be worthwhile to show this on the UI.
