[~xuzq_zander], Thanks for your suggestion, it is valid point, but I don't 
think it could solve this issue completely, because
a. files have different replications, in my practice, it is between 2 and 10;
b. if we config it but replicas of majority blocks is less than this value, it 
will never leave safemode, another way, even if we config a proper value, block 
storm could still occur as mentioned above.
