Updated the patch (22branch) for Review!
Patch contains:
1) handled the OutOfMemoryError
2) closed the sockets on IOExceptions
3) Handled AsynchronousCloseException , as trunk changes.
4) moved the childsockets.put to run method.
Once it is approved, i will upload for trunk!

Yes, I too think that check should be before starting the new thread. I think
we can handle it as part of other JIRA.
