[~hexiaoqiao] I do some change and submit a new patch
[^HDFS-14303-branch-2.9.013.patch]
a. remove logger check logics
b. looks like [~hadoopqa] got some thing wrong, the branch-2.9 compile failed
even before patch, and I run dev-support/bin/test-patch locally, all pass and
no checkstyle problem.
c. becase the only thing affected is a warn log, so there is no easy way to
check another way
