I think option #1 is better - agree #2 is more flexible but I can't think of
any real use cases.
The other thing that needs to be considered in this design, though, is that we
need to think separately about edits storage vs name directories. Edits may be
stored in other implementations in the not-so-distant future (eg bookkeeper).
So it's not just the name dirs, but also the edits managers which need to have
such a configuration.
