For both this and HDFS-14204, let's make sure that we get all of the related
JIRA as well, such as HDFS-14537 or HDFS-14435. There are a whole bunch of JIRA
linked as "related" to HDFS-12943, and many of them are relevant bug fixes, we
should do a full audit to make sure they all end up anywhere the feature is
backported.
