[~jojochuang] In Hadoop-2.x, the ACL is disabled by default. So most users who 
do not want to enable ACL,  don't define the 
{{dfs.namenode.acls.enabled=false}} explicitly in their configs.

So, if users would still like to keep ACL disabled after upgrading to 
Hadoop-3.x, then they must explicitly define  
{{dfs.namenode.acls.enabled=false}} in their configs to avoid it being turned 
on by the upgrade.

I think documenting this correctly is critical. Thanks!
