Can we abstract these add/remove logic into common AclUtil class as we can
see similar logic in both bucket manager and key manager? For example,
public static boolean addAcl(List<OzoneAcls> existingAcls, OzoneAcl newAcl)
public static boolean removeAcl(List<OzoneAcls> existingAcls, OzoneAcl
newAcl)
