1. Noticed that on a secure cluster when the user sends a wrong delegation
value we throw a 500. We should throw a 401 stating invalid auth token is sent.
2. On a secure cluster when no auth or delegation token are sent 401 is
returned but no error response is sent. Also the content type is set to
text/html. We should return an error response and the application/json content
type.
