[~hexiaoqiao] I think release notes are warranted, yes. I think that
[~sodonnell] provided a great summary in the release notes on HDFS-14617; can
we copy those here and add some specific mention of the upgrade path? In
particular it would be good to mention how you can do an upgrade from 2.10 to a
3.x release prior to 3.3. It's my understanding that if you disable this
feature, _then_ save the image, you should be able to upgrade to 3.1 or 3.2
without any issues.
