I uploaded version 2 with just the changes to address one of the findbugs and
the style issues.
I also raised HDFS-14861 to see if we can find a solution for blocks which are
left behind in the LowRedundancyBlocks queue due to how the iterator is
bookmarked (problem 6 in the PDF attached to this Jira) as the changes in the
attached patch does not address that point.
