Thanx [~ferhui] for the UT. I understood the cause, I feel the reason is 
correct, Can we do something like this :

Instead of unnecessarily putting every LiveNode also into the 
decommissioningBit(Which is actually very confusing, why are we putting the 
live one also in decommissioning bit, when it is not actually decommissioning 
also)
