Disable XML external entity processing in parsers and transformers.

## How was this patch tested?
Tested functionality with existing unit tests and `ozone-topology`
acceptance test.
Added test case with external entity in `TestNodeSchemaLoader`. Verified
that it fails (loads external file) without the fix, and passes (rejects access
to the file) with the fix.
