No... AvailableSpaceVolumeChoosingPolicy is for choosing volume on a datanode 
but AvailableSpaceBlockPlacementPolicy is for selecting the datanode of a block.

AvailableSpaceBlockPlacementPolicy is quite popular among my users and so I 
would really like to see it documented.
