Hey [~lindy_hopper] yes we currently recommend turning off access time updates 
on Observers as [~vagarychen] said.
We plan to bring aTime updates back with HDFS-15118. Observer will bounce such 
getBlockLocation() calls to Active, so that it could actually update the time.
