In our setup, an user(we call User A) is the owner of a huge diretory(/user/A), 
but user A is not superuser.  User A has many clients. every clients of User A 
has there own diretory inslid of /'user/A', for example,

/user/A/cient1 
/user/A/cient2
/user/A/cient3 
......

We have set a quota for User A on "/user/A". But User A also want to set quota 
to his sub diretories.  his is not superuser, have to ask us to do this.

After this path, User can manage his quota inside his diretory.
