The reason to check the parent's quota is to make sure the superuser had set
quota to one of his parent directories and current quota must not exceed his
father's quota.
Yes, change in FSDirAttrOP is more simple, thank you! If you think the checking
of parent's quota is not unnecessary, I will refactor the patch.
