TestEncryptionZones and TestEncryptionZonesWithKMS are consistently failing in 
all builds...
The other seems just flake it.

Regarding the patch itself, it is a little concerning to have to explicitly set 
the setting to false for some tests.
I guess that is fine as those depend on that assumption.

Finally, in the test, I would prefer to use waitFor instead of sleeping 5 
seconds.
