Description: We use ONE_SSD as storagy policy in HBase,but when using
bulkload,i found it could not specify a datanode to placement the SSD
replica,so the regionserver that hold the region may only can read the local
DISK replica,because the SSD replic is in remote node. (was: We use ONE_SSD as
