BTW, I am thinking one further thing that rbf federation balancer can be
separate into a common independent module (will both make sense to rbf cluster
balance or normal independent cluster balance). Now, I see the code change is
made in hdfs rbf project but actually this can completely separate into fed
balance module. Not have to make this refactor now, just from my personal
thought.
