Thanks [~ayushtkn] for the review.
Update to HDFS-15355.004.patch with following changes,
* rename DFS_STORAGE_POLICY_DEFAULT to DFS_STORAGE_DEFAULT_POLICY
* add new DFS_STORAGE_DEFAULT_POLICY_DEFAULT
* add default value in {{hdfs_defaults}}
* refactor test case
For the function createDefaultSuite(), it's used in many test cases and also in
class ExternalSPSContext.
