Release Note: Add a new storage type NVDIMM and a new storage policy
ALL_NVDIMM for HDFS. The NVDIMM storage type is for non-volatile random-access
memory storage medias whose data survives when DataNode restarts. (was: Adding
the new storage media NVDIMM and ALL_NVDIMM storage policy on HDFS，including
the test code for them)
