Well for corrupt replica, I guess this does send a reportBadBlock call to the 
Namenode. I am not sure what could be a reason for not doing for 
addition/removal of blocks, may be to prevent huge number of calls? 

For addition or removal of disk/volume I think there is a separate block of 
code that handles the block reporting or does that case also reaches here in 
any way?
