Description:
When calling DatanodeManager#getBlockRecoveryCommand(), if an IOException
occurs, there is no space when printing the BlockInfo information, which is not
conducive to viewing the log.
BlockUnderConstructionFeature uc = b.getUnderConstructionFeature();
if(uc == null) {
throw new IOException("Recovery block "+ b +
"where it is not under construction.");
}
