Move Federation and WebHDFS documentation into HDFS project

For some strange reason, the WebHDFS and Federation documentation is currently
in the hadoop-yarn site. This is counter-intuitive. We should move these
documents to an hdfs site, or if we think that all documentation should go on
one site, it should go into the hadoop-common project somewhere.
