- Seems strange to break with the naming convention of the other ACLs
(security.X.protocol.acl)
- Does it needed to be added with a default '*' in
src/test/resources/hadoop-policy.xml?
- New ACL also be added to these spots:

./hadoop-common-project/hadoop-common/src/main/packages/templates/conf/hadoop-policy.xml
./conf/hadoop-policy.xml
