Justifications
* tests : The existing tests cover the change.
* javadoc : False positive. Trunk has 21 warnings. These were not added by this
patch.
* findbugs : False positive. Trunk has the same warning.
* release audit : False positive. This is because of the build failed on
apache-rat:check target of httpfs. The hdfs portion did pass.
This is mostly straight port of the changes that are already in branch 1.0.
