   Add support for refreshing/changing router fairness policy controller 
without the need to shutdown and boot a router.
   
   This patch makes use of the generic refresh feature on RouterAdmin. Usage: 
`hdfs dfsrouteradmin -refreshRouterArgs ROUTER_ADDR 
RefreshFairnessPolicyController`
   
   ### How was this patch tested?
   Unit test and local deployment.
