### Description of PR
Add a `DynamicRouterRpcFairnessPolicyController` class that resizes permit
capacity periodically based on traffic to namespaces + minor fixes to make it
work with HDFS-16539
### How was this patch tested?
Unit tests, local deployment + modelling for performance improvement.
### For code changes:
Added a few fixes in comparison with
https://github.com/apache/hadoop/pull/4168
- Fix dead executor when dynamic controller is created more than once
- Controller refresh does not work with dynamic controller
