   There are some tests that fail in CI/CD. E.g:
   TestReplaceDatanodeFailureReplication
   TestRollingUpgrade
   TestBlockScanner
   TestMover
   TestEditLogTailer
   TestRetryCacheWithHA
   
   It looks like these failures have little to do with the code I submitted.
   @tasanuma  @virajjasani  @tomscut , can you guys help to review this pr.
