Just observed this is cherry-picked to branch-3.3 by you. Seems the cherry-pick
got some unwanted changes as well. It included a testSetBalancerBandwidth() in
TestRouterRpc.

This test was part of HDFS-15839, the prod changes of which aren't there in
3.3, now the test seems to be failing. Can you give a check once.
