This PR I'll addition is a modification of a patch by Zhuobin Zhang.

First, I've made changes so it applies on trunk.
I'll also be modifying the logic so that old clients get redirected to the
Active instead of forcing an msync and then a call to the observer.
Other pieces of the implementation have been split out and modified in the
follow jiras.
