@simbadzina @omalley Sir, can help me review this PR? Unlike
`GlobalStateIdContext`, `RouterStateIdContext` should return the StateId of
namespaces to Client only when the client needs them. Current,
`RouterStateIdContext` always return the StateId of namespaces to Client, it is
wasteful and the Response will be larger with more namespaces.
