### Description of PR
For now, dfsrouter transmit the state of all nameservice. In this PR,
dfsrouter only transmit state id according to client's demand.
### How was this patch tested?
unit test.
### For code changes:
Key code is PoolAlignmentContext::updateRequestState, here we record used
namenode.
