Hi, [~leosun08] . why do we do this desing : in stage of 
PIPELINE_SETUP_APPEND_RECOVERY or PIPELINE_SETUP_STREAMING_RECOVERY, default 
throttler is still null.

could you please help me figure it out?  thanks a lot.
