HDFS-13245 got closed with the comment "related functions have been implemented
in YARN-3663.".
However YARN-3663 implements
[SQLFederationStateStore|https://github.com/apache/hadoop/blob/trunk/hadoop-yarn-project/hadoop-yarn/hadoop-yarn-server/hadoop-yarn-server-common/src/main/java/org/apache/hadoop/yarn/server/federation/store/impl/SQLFederationStateStore.java]
whose interface is specify to YARN federation.
